Access to Plantmatter Fiber requires researching the Kindlevine Threshing technology (synthesis - PT LIMA - T4 - Kindlevine Threshing) which costs 1 x 
Research Core 380nm (Purple).
Crafting[]
While the in-game description suggests that Plantmatter Fiber is only available from threshing 
Kindlevine Stems this isn't true. It can also be obtained from threshing 
Plantmatter Frame (which can be build using Kindlevine Stems) or 
Plantmatter. Neither is a desirable route however - both Plantmatter Frame's and Plantmatter have better uses elsewhere.

Usage[]
Plantmatter Fiber is used to unlock the first tier of Production Terminal X-Ray. This requires 100 x Kindlevine Extract and 100 x Plantmatter Fiber (PT XRAY - T1 - Reinforced Frames)
While Plantmatter Fiber can be used as a fuel for smelters and 
Mining Drill's, it has a Fuel Power of 3, which is lower than Plantmatter. In the early game, Plantmatter Fiber is typically better used in creating Plantmatter Frame's. If needed as a fuel, it is best to unlock the Plantmatter technology (synthesis - PT VICTOR - T2 - Plantmatter) which allows assembling into Plantmatter.
